Article 1 (Purpose)

These Terms (hereinafter referred to as “Terms”) stipulate the Terms of use of SSL certificates, code signs, and other certificate-related services (hereinafter referred to as "Services") provided by ATTO INTERNET Co., Ltd. (hereinafter referred to as "ATTO INTERNET"), and the rights and conditions of use of ATTO INTERNET. The purpose of these Terms is to define the basics of duties and responsibilities. ※ These Terms also apply to e-commerce that utilizes methods such as PC communication and wireless communication, as long as they do not contradict the nature of such transactions.


Article 2 (Definitions)

① 'SSL certificate' refers to a certificate that can encrypt and decrypt the communication channel between the browser and the security server by setting authentication and certificate on a web server, WAS, or mail server.

② 'Code sign certificate' refers to a certificate that can be digitally signed for the purpose of distribution or installation.

③ 'Document signing certificate' refers to a certificate that can electronically sign electronic document files such as Microsoft Office and PDF.

④ 'SMIME certificate' refers to a certificate with a certificate that can guarantee the confidentiality and integrity between the sender and the recipient by encrypting/digitally signing the contents when sending an e-mail.

⑤ 'Registrant' refers to an institution, company, organization or agent that has applied for the service to ATTO INTERNET in accordance with the provisions of these Terms.

⑥ 'Member(s)' refers to a person who has registered as a Member by providing personal information to ATTO INTERNET and includes the Registrant.

⑦ 'Non-Member(s)' refers to a person who uses the services provided by ATTO INTERNET without registering as a Member.

⑧ 'Partner' refers to a person who can resell the services provided by ATTO INTERNET.


Article 3 (Clarifying, Explaining, and Amending These Terms)

① These Terms shall take effect by posting them on the website.

② ATTO INTERNET will post the contents of these Terms, business name, business office address, telephone number, e-mail address, business registration number, and personal information management officer on the website so that users can know the contents of these Terms, business name, business office address, etc.

③ ATTO INTERNET may amend these Terms to the extent that it does not violate relevant laws such as the "Act on Consumer Protection in Electronic Commerce, etc.", the "Act on the Regulation of Terms and Conditions", the "Framework Act on Electronic Documents and Electronic Transactions", the "Electronic Financial Transactions Act", the "Electronic Signature Act", the "Act on Promotion of Information and Communications Network Utilization and Information Protection, etc.", the "Act on Door-to-Door Sales, etc.", and the "Framework Act on Consumers".

④ If ATTO INTERNET amends the Terms and Conditions, it will be notified from 7 days before the effective date to the day before the effective date, specifying the effective date and the reason for the revision. Provided that if the Terms are changed to the disadvantage of the user, we will notify you with a grace period of at least 30 days in advance.

⑤ In the event that ATTO INTERNET amends these terms and conditions, the amended terms will apply only to contracts concluded after the effective date of such amendments, and the terms and conditions prior to the amendments will continue to apply to contracts that were already concluded before the amendments. However, if a user who has already entered into a contract wishes to be subject to the amended terms and conditions, they must transmit their intention to ATTO INTERNET within the notice period of the amended terms and conditions as provided in Section 3, and upon ATTO INTERNET's consent, the amended terms and conditions will apply.

⑥ Matters not stipulated in these Terms and the interpretation of these Terms shall be governed by relevant laws or commercial practices.


Article 4 (Suspension of Services)

① ATTO INTERNET may temporarily suspend the provision of its services in the event of maintenance, replacement, malfunctions of computer or information communication facilities, or disruptions in communication.

② ATTO INTERNET may suspend all or part of its services in the event of a state of national emergency such as war, civil unrest, natural disasters, or any other force majeure circumstances that may occur or are likely to occur, as well as in cases where a periodical telecommunications service provider, as defined by the Telecommunications Business Act, suspends the telecommunications service.


Article 5 (Membership)

① The user applies for Membership by filling in the Membership information according to the registration form set forth by ATTO INTERNET and expressing his or her agreement to these Terms.

② ATTO INTERNET shall register as a Member of any user who has applied to become a Member as described in Paragraph 1, unless any of the following applies.

  • • In the case that the user does not agree to the Terms,
  • • In the case that the user does not agree to the Terms,
  • • In the case that the applicant has previously lost his or her Membership pursuant to Article 7(3) of these Terms, except in the case of a person who has passed 3 years after the loss of Membership pursuant to Article 7(3) and has obtained the consent to re-join the Membership of ATTO INTERNET.
  • • In the case that there is a false, omitted, or incorrect information in the registration information,
  • • In the case that it is judged that registering as a Member is significantly hindered by the technology of ATTO INTERNET
  • • In the case that it is judged that ATTO INTERNET is necessary

③ The time of establishment of the Membership contract shall be the time when the acceptance of ATTO INTERNET reaches the Member.

④ In the event that there is a change in the matters registered at the time of Membership registration, the Member shall notify ATTO INTERNET of the change within a reasonable period of time by modifying the Member information.


Article 6 (Modification of Contracts)

Members, registrants, and partners shall immediately correct any changes in Member information, and Members are solely responsible for any problems arising from failure to do so.


Article 7 (Withdrawal of Membership and Disqualification)

① A Member may request withdrawal at any time to ATTO INTERNET, and ATTO INTERNET will immediately process Membership withdrawal.

② In the event that a Member falls under any of the following reasons, ATTO INTERNET may restrict or suspend Membership:

  • • Applicants who registered false information when applying for Membership;
  • • Failure to pay for goods purchased using ATTO INTERNET or other debts incurred by Members related to the use of ATTO INTERNET on time;
  • • Threatening the order of e-commerce by interfering with others' use of ATTO INTERNET or stealing the information; or
  • • Persons who use ATTO INTERNET to engage in acts prohibited by laws or these Terms or contrary to public order and morals.

③ After ATTO INTERNET restricts or suspends Membership, if the same act is repeated more than 2 times or if the reason is not corrected within 30 days, ATTO INTERNET may forfeit Membership.

④ In the event that ATTO INTERNET loses its Membership, the Membership registration will be canceled. In this case, the Member will be notified, and the Membership registration will be canceled.


Article 8 (Notification to Members)

① In the event that ATTO INTERNET notifies the Member, it can be done to the e-mail address designated by the Member by prior agreement with ATTO INTERNET.

② In the event of a notice to an unspecified number of Members, ATTO INTERNET may be replaced by individual notices by posting on the ATTO INTERNET bulletin board for more than one week. Provided that individual notices will be given for matters that have a significant impact on the Members’ transactions.


Article 9 (Application for Purchase of Services)

The user shall obtain a certificate within 20 days from the date of application to purchase the Services provided by ATTO INTERNET, and if it is not issued within 25 days from the date of application, it will be canceled.


Article 10 (Establishment of Contract)

① ATTO INTERNET may limit the application and issuance of a certificate if any of the following applies to the purchase application as described in Article 9:

  • • In the case that there are false, omitted, or incorrect entries in the application;
  • • In the case of unpaid service purchase fee;
  • • In the case that the issuance is rejected by the Certification Authority; or
  • • In the case that it is judged that agreeing to the purchase application is significantly hindered by the ATTO INTERNET technology.

Article 11 (Method of Payment)

① ATTO INTERNET will post new and renewed Services on the homepage, as well as the types and fees.

② In principle, the ATTO INTERNET usage fee is paid in advance.


Article 12 (Change of "Service" Policy)

① ATTO INTERNET provides certificates of new and renewed Services, and fees may be charged separately.

② ATTO INTERNET will notify you of any changes in the fee policy of the Services on the website 3 days before it takes effect.


Article 13 (Reimbursement)

① ATTO INTERNET will be carried out in accordance with the procedure posted on the website when a user requests a refund of the Services or certificate that the user has applied for purchase. Depending on the refund period of the certificate, the refund can only be made within the period. At this time, only the remaining amount after deducting the necessary expenses will be refunded, and the issued certificate will be revoked on the date of refund application.

② Code sign certificate and document certificate are non-refundable due to the nature of the product.


Article 14 (Personal Information)

① ATTO INTERNET collects the minimum amount of personal information necessary to provide services when collecting users' personal information.

② ATTO INTERNET does not collect the information necessary to purchase the Services in advance when registering as a Member. Provided that this does not apply when identity verification is required before the purchase contract in order to fulfill obligations under the relevant laws and regulations, and at least specific personal information is collected.

③ ATTO INTERNET collects and collects personal information of users. When using the service, notify the user of the purpose and obtain consent.

④ ATTO INTERNET may not use the collected personal information for any purpose other than the purpose, and when a new purpose of use occurs or is provided to a third party, the use and use of personal information shall not be used. At the provision stage, the purpose is notified to the user and consent is obtained. Provided that exceptions are made if there is otherwise stipulated in the relevant laws and regulations.


Article 15 (Obligations of ATTO INTERNET)

① ATTO INTERNET shall not engage in any act prohibited by laws and conditions or contrary to public order and morals and shall do its best to provide goods and services continuously and stably in accordance with these Terms.

② ATTO INTERNET shall have a security system for the protection of users' personal information so that users can use Internet services safely.

③ ATTO INTERNET does not send commercial e-mails that users do not want.


Article 16 (Obligations of "Members")

① Except in the case of Article 17, the Member is responsible for the management of the ID and password.

② Members shall not allow their ID and password to be used by third parties.

③ In the event that a Member recognizes that his or her ID and password have been stolen or are being used by a third party, he or she shall immediately notify ATTO INTERNET and comply with any instructions from ATTO INTERNET.


Article 17 (Obligations of Users) Users shall not engage in any of the following acts:

  • • Records of false information at the time of application or change;
  • • Stealing someone else's information;
  • • Changes in information posted on ATTO INTERNET;
  • • Transmission or processing of information (computer programs, etc.) other than the information specified by ATTO INTERNET;
  • • Encroachment on intellectual property rights, such as copyrights of ATTO INTERNET or third parties;
  • • Acts that damage the reputation of ATTO INTERNET or a third party or interfere with their business;
  • • Disclosing or posting obscene or violent messages, images, audios, or other information contrary to public order and morals on the mall; or
  • • Conduct in violation of other related laws and regulations.

Article 18 (Damages and Limitations)

① ATTO INTERNET shall compensate for all damages incurred by the Member in connection with the Services only for ordinary damages that are recognized as the fault of ATTO INTERNET.

② The User shall be liable for all costs and damages incurred for any problems caused by non-compliance with these Terms or caused by the User's intention or negligence.

③ ATTO INTERNET shall not compensate for damages when the damage is caused by force majeure such as natural disasters or due to the intention or negligence of the user.


Article 19 (Disclaimer)

① ATTO INTERNET shall not be liable for damages incurred in connection with any of the following:

  • • Damage caused in connection with the service provided free of charge to ATTO INTERNET;
  • • Damage caused by wartime, disasters, natural disasters, or similar force majeure;
  • • Damage caused by the Member's intentional or negligent failure to use the service and damage to the Member's data;
  • • Harm caused by materials posted or transmitted by Members;
  • • Damages caused by transactions between Members or between Members and third parties (including when the service is mediated);
  • • Damage caused by the Member's violation of these Terms; or
  • • Other damage caused by ATTO INTERNET without any fault.

② ATTO INTERNET is not responsible for the transaction with the Member or a third party by the goods and services provided by the connected mall independently if it is connected to the homepage in the form of a hyperlink, etc. Therefore, ATTO INTERNET is not responsible for any problems arising from this.

③ ATTO INTERNET will prioritize complaints and opinions submitted by users. Provided that if it is difficult to process quickly, the user will be notified immediately of the reason and processing schedule.

④ In the event that a user applies for damage relief in connection with an e-commerce dispute between ATTO INTERNET and the user, it may be subject to mediation by the Fair-Trade Commission or the dispute mediation agency requested by the Mayor or Governor.


Article 20 (Jurisdiction and Governing Law)

All disputes arising out of or in connection with these Terms shall be subject to the Seoul Central District Court as the competent court.


(Amendment Date) These Terms shall be partially revised and effective from July 9, 2021.
